WAR CABINET LORD PRESIDENT'S COMMITTEE Adoption of Children (Regulation) Act, 1939 Memorandum by the Home Secretary Representations have been made that this Act ought to be bought into operation without further delay. The Act, which w###uld but for the war have come into operation on the 1st J###nuary, 1940, makes provision for the registration of adoption s###cieties, requires adoptions not arranged by a registered a###option society or by a local authority to be notified to the l###cal welfare authorities and places on the child protection v###sitors of the local welfare authority the duty of visiting and examining children whose adoption has not been arranged by ### registered society unless and until a formal "adoption order" ### made by a court.
