Comments from the Ministry of Aircraft Production, the Ministry of Supply and the Ministry of Fuel and Power were so incorporated. The fact that the other Departments to whom the memorandum was referred did not submit comments should not necessarily be taken as meaning that they were in agreement with the memorandum. 5. The substance of the memorandum prepared by my Department, together with the substance of the departmental comments received was briefly as follows:(a) The advisability and practicability of obtaining the powers asked for in the Minister of Aircraft Production's Paper The Memorandum stated that no difficulty would arise in taking power through a Defence Regulation whereby a Competent Authority might appoint one or more Directors to a Board, but not a majority.
