Agricultural Labour situation.

men living in bringing in by Farmers have been assured that all practical steps includi### the adoption of exceptional measures, if necessary, will be taken to meet seasonal labour difficulties. There is still room for the expansion of the various voluntary schemes organised in 1942, and these schemes will be fully developed in 1943 by thorough and energetic propaganda. We hope these steps may avoid the need of enforcing any form of compulsion on civilians to undertake agricultur work in view of the difficulties involved, except in a very serious emergency.
