-2- owing to the temporary suspension of fire prevention duties would certainly be strongly resisted by the T.U.C., who would argue - and with fairness - that this was a back-handed effort on the part of the Government to release themselves from the agreements by which they are bound under the "joint declaration". 3. I am therefore quite clear in my mind:- (i) that it would not be right to suspend fire prevention duties temporarily; and (ii) that, even if it were otherwise, a temporary suspension of this kind would provide no solution of the problem of the "excess allowances".
