of industry, I would point out that in a large number of areas more work has been placed than can possibly be carried out and that some of the production in those areas must either be cancelled or transferred elsewhere. In some cases transfer will involve not merely the transfer of contracts to firms in other areas, but the actual physical removal of establishments. In deciding what work is to be transferred out of these congested areas civilian production cannot be allowed to claim a privileged position.
