2 MEMORANDUM. 1. Nearly a quarter of a century has passed since the last comprehensive attempt to place the education of our young people on a satisfactory footing. Although the Fisher Act of 1918 was a notable milestone in educational history, it failed of its purpose in certain important respects. Thus, the advance for which it provided was accompanied by no provisions to enable the non-provided schools to play their part in it ( a subject which Mr. Fisher intended to take up in a subsequent measure) with results to which I shall refer later.
