Memorandum by the Home Secretary and Minister of Home Security. At our last meeting (F.P. (42) 5th Conclusions, Minute 16) I explained certain difficulties in the administration of fire prevention at business premises caused by the operation of the Joint Declaration of September, 1941 which provided for the maintenance of allowances for fire prevention duties at certain business premises, notwithstanding the fact that those allowances were in excess of the standard rates then laid down by the Government for the first time.
