-2- Winter plans 5. (a) Coal, I have already caused to be published a scheme for domestic whereby supplies of coal will be withheld during the winter from consumption. those who hold stocks while priority will be given to the consumer, who, because of his inability to stock, requires regular deliveries. The detailed application of this scheme is now being worked out, and gradually brought into force, by the officials of the House Coal Distribution (Emergency) Scheme in consultation with the Local Fuel Overseers.
