ANNEX DESIGNATED AREAS. Memorandum by the Ministry of Production. 1. The Location of Industry Committee was set up by the Minister of Production with the approval of the other Ministers who are members of his Council, to assist in regulating the location and effective use of manufacturing resources during the war and in particular, among other specific functions, to specify a list of towns and districts which are over congested from a labour point of view and approve all proposals to place additional orders in such towns or districts which involve increased demand for labour.
