I have been in consultation with the Service Ministers in this matter and I believe that in general they are in agreement with the observations which follow and with the conclusions which I have reached. 4. The present position is far from satisfactory, though it may well be inherent in our Parliamentary system. The constant repetition of Parliamentary Questions and debates on the subject of Service pay and allowances is most undesirable and does not make for contentment in the Armed Forces. If a mere alteration of machinery would provide the solution there might be much to be said in favour of Captain Bellenger's proposals, though there is no obvious reason why those proposals, if accepted, should not be extended into all other spheres of Government activity.
