is that we shall become involved in an endless series of adjustments in a hopeless endeavour to maintain precise equality by reference to conditions in the Services (such as rates of promotion) which must in war-time be constantly changing. In general it is my view that peace-time relativities, which were carefully worked out in quieter times, should be left undisturbed. I would not, however, at this stage wish to rule out entirely the possible conclusion that the anomaly which has arisen in this particular instance is of so marked a character that it calls for special treatment.
