Establishment of Statutory Commission An independent Statutory Commission is to be set up to survey existing methods of regulating remuneration and conditions of employ- ment in the Catering Trades. The Commission will consist of five persons appointed by the Minister, comprising three independent members (one of whome would act as Chairman) and two persons qualified to represent employers and workers respectively, but not themselves having direct interests in catering. 2. Scope The general intention is to bring within the field of review of the Commission Catering Establishments which are in the nature of a trade or business, or carried on for the purposes of a trade or business.
