5. 6. I propose therefore to widen the scope of the experimental scheme to bring in all insured workers, whatever their age, and to apply it to all industrial areas in Scotland. Any apprehended shortage of medical personnel to operate the extended scheme can, I think, be overcome by utilising the services of the staffs attached to the hospitals administered by the Department of Health for Scotland. It is, of course, understood that if heavy calls were to be made on the Emergency Hospitals owing to raiding or the reception of battle casualties, action under these proposals would have to be suspended or curtailed.
