-2- be allowed to give consent are :- (a) Civic functions - i.e. functions organised to celebrate some occasion of civic importance but excluding functions which may be organised or sponsored by a local authority for some non-civic purpose. (b) Functions organised by charities from which the Service derives either direct or indirect benefit; and (c) Functions sponsored by Government Departments. As regards category (c) the requests will usually be made either on behalf of the Ministry of Information or the National Savings Committee, and such requests should only be entertained if they are made by the Regional representative of the Ministry of Information or by the Regional Commissioner of the National Savings Committee.
