The Agricultural Ministers, in their memorandum L.P. (42) 228 have proposed methods of obtaining sufficient grain for a 5 per cent dilution of the loaf, and have drawn the general conclusion that these proposals would produce the equivalent of some 300,000 tons of wheat. 2. In the light of these estimates, I consider that it would be reasonable and practicable for the Committee to decide that home agriculture should make a contribution of grain, other than wheat, equivalent to 5 per cent of our flour requirements.
