(7) The objections to the requisitioning of oats are examined and it is concluded that strong reasons exist for avoiding such a course. (8) Some transference of oats from Great Britain to Northern Ireland may be necessary, especially if the oatmeal mills in Northern Ireland are to work to capacity and export about 50 per cent. of their output to Great Britain. 2. At the meeting on 16th September, 1942 (L.P. (42) 54th Meeting, Conclusion 2(3)) the Lord President's Committee asked t### Agricultural Departments to submit a memorandum showing:(i) the total yield of oats and barley; (ii) the quantities which, in their view, must be reserved for use as animal feeding stuffs; and (iii) the probable consequences on future food production of withdrawing any part of these supplies for human consumption.
