In any event, the proposal for an investment condition is, as the Committee on Post-war Internal Economic Problems point out (L.P.(42) 227), linked with the proposal for Government assistance, and it is not necessary to consider the former until we have decided whether we accept the latter. 5. It is suggested that Government assistance should take the form of a loan at a very low rate of interest. The Post-war Internal Economic Problems Committee advise that advances by way of loan involve great difficulties of subsequent administration, and with this advice I am bound to agree.
