2. Western Pacific. Seychelles, and, in a very small degree, in certain of the West Indian Colonies. Although the Convention has not been ratified, considerable progress has been made in the East and Central African groups during the last three years, - the Governments of Kenya, Nyasaland, Northern Rhodesia, Tanganyika Territory and Zanzibar having abolished all penal sanctions for breaches of contract by juvenile workers under 16 years of age, and the last three mentioned Governments having abolished many of them in the case of adult workers.
