2. negotiated under the Business Premises Order, i.e. arrangements negotiated after 18th January, 1941, the date when the Order was issued; or (ii) to all arrangements for high rates that were in operation on the date of the "joint declaration", even where those arrangements were negotiated prior to the issue of the Business Premises Order; (B) is the "joint declaration" to be held to cover cases where there was no "negotiated arrangement" and all that happened was that high rates were offered by employers to secure volunteers before fire prevention was made obligatory by the issue of the Business Premises Order and those rates were still being paid in September 1941.
