The tendency now is to defer promotion to Lieutenant. It is difficult therefore, to give the Navy a concession corresponding to that given to the other two Forces solely by means of accelerated promotion. 4. The essence of the Arts concession, however, and the motive behind it. is that Second Lieutenants are to obtain an advance in pay of 2s.
