-2- (b) One of the most important tasks of the Ministry of Labour is to ensure that women go to the locality in which they are in the most urgent demand and they are allocated to jobs according to a preference agreed upon between the various Departments. Recruitment to the M.T.C. is determined solely by the personal preference of the candidate and acceptance by the M.T.C., has no reference to the Ministry of Labour preferences and is, therefore, a means by which these controls are evaded. It was the recruitment to the M.
