10. I am inclined to think the best way of dealing with the matter is to retain the provision restricting all meals to a maximum of three courses but to allow each restaurant to charge in the a la carte price whatever it wishes for each dish providing that the total bill in no circumstances shall be more than 5/- plus the authorised house charge for that restaurant but stipulating that no house charge shall be permitted on a meal chosen a la carte. Since this alters the original proposal that the charge for the food served should not exceed 5/-, I submit the proposal to the Lord President's Committee for comment.
