5. On another ground increase of prices may be demanded. If there is shown to be a net increase in costs production through the adoption of the bonus scheme the owners will claim that increased prices should be allowed in accordance with the arrangement made between owners and the Government at the outbreak of the war whereby owners agreed not to increase prices without the consent of the Government, on the condition that such increases would be allowed as were necessary to meet increased costs. 6.
