7. Straight Rationing. A straight rationing scheme providing a uniform quantity for all members of the community would be quite inappropriate in ### case of bread. It would inevitably involve either a complete breakdown in production if the uniform ration was a low one or a staggering waste of bread if the ration was a large one. I do not therefore propose to devote any mo### space to the discussion of uniform rationing. Bread rationing means differ### rationing. So far we have avoided anything in the nature of general differ### rationing.
