-2- I am, therefore, of opinion that it will be necessary for us to fix a definite target to be aimed at. The target might well be the standard laid down for each individual householder in the Annexe Scheme to the White Paper. It might then be necessary to indicate that if something this target is not reached rationing is inevitable, much as we wish to avoid it, and that if rationing is introduced, every hundredweight of coal or coke consumed, and every unit of electricity or them of gas expended will be taken into account as from 1st July.
