The Lord Privy Seal and I are also agreed that it will be necessary to make clear during the passage of the Bill through Parliament that, while the Government has every intention of giving the fullest possible effect to its provisions, the extent to which this can be done must be dependent on the ability of the Lord Chancellor to find suitable personnel, i.e., members not only possessing the necessary technical qualifications but also of a sufficient standing to command confidence in their capacity for this very responsible work.
