6. It will be seen from the Appendices that a very large amount of correlated work is going forward in the various fields of reconstruction but it is all being carried on behind closed doors and the question arises whether the time has not arrived for taking the public much more into our confidence. All sorts of bodies and individuals, at home and abroad, representative and private, are propounding their ideas and producing far- reaching schemes, good, bad and indifferent, and we are being pressed from many quarters to give some indication of what the Government is doing.
