(4) My officers have had preliminary conversations with representatives of the Ministry of Production and the Supply Departments to explore whether the labour potential available in the civil defence services can profitably be used in the manner now under experimentation, having regard to the possible yield, uncertainties of delivery and the need for administrative supervision to prevent abuses or wastage of material. It seems that the scope for systematic development of sub-contracting at depots is very limited and that it would not be in the best interests of national production to force an extension beyond the limitations imposed by considerations of efficiency, merely to meet a popular demand Nevertheless, as will be seen above, the demand exists and arrangements must be made either to deal with it or to say that on balance it is not worth while to do so.
