2 THIRD QUARTERLY SURVEY INTRODUCTION 1. THE first and second of these Quarterly Surveys were devoted to reviews of the mobilization of resources and of changes in consumption. Now that a general conspectus of the changing economic situation is provided in the monthly numbers of the Statistical Digest, Series A, it is felt that the regular numbers of the survey can perhaps best be devoted to a quarterly commentary on the material thus made available, broader studies of the type exemplified in the first two numbers being issued from time to time as special supplements.
