9. I therefore propose the following programme:- (a) As from the manufacture of any types of furniture not to be (b) Maximum prices for these articles to come into force on the same date. (c) Specifications and prices for a very limited range of "Utility" furniture to be settled if possible before August 1st. (d) As from September 1st the manufacture of civilian furniture to be prohibited except under licence; licences to be granted only for the production of "Utility" goods. (Special licences would be granted for blind workers who cannot comply with the "Utility" specifications).
