5. The effect of these factors is likely to increase and I have come to the conclusion that we should now take the necessary steps to ensure the working of the canal system to capacity as a co-ordinated whole and with a rate policy consistent with our general stabilisation policy. To this end I propose that all canals capable of making an appreciable contribution to the war effort should be brought forthwith under Government control. These canals are covered by the attached list "A". control should extend to the principal public carriers as shown in the provisional list "C" which would be expanded as necessary.
