PRINCIPAL SERVICES FOR CHILDREN PROVIDED OR ASSISTED BY THE STATE. A. Services mainly in kind. 1. Maternity and Child Welfare. This service which is administered by Local Authorities was assisted by a 50% grant until 1929, when the percentage grant was merged in the block grant. The cost is rate-borne and up to date figures are not available, but £3 millions is probably not far wide of the mark. 2. Education. Elementary Education is, of course, free. Secondary and Technical education, though grant aided, are not free for all, but free places are available for promising children, and maintenance allowances may be given to enable the child of a poor person to continue his education.
