It is not proposed that the Order should apply to motors in the fighting services or to civil defence vehicles when actually engaged in operations or exercises. It would also be necessary to exempt such vehicles as police cars and ambulances when observance of the limit would hinder their effective use. It may be added that President Roosevelt has also urged State Governors to make regulations governing tyre pressure and the maximum loadings of vehicles.
