- 2 - 6. A fresh appeal has just been issued with the co-operation ###he Admiralty Industrial Whitley Council. Some time must ###se before its results are known, but in view of past experience ###annot hope that it will achieve substantial success. The ###iralty would gladly extend the appeal to private shipyards and ### any suitable men so obtained; but, here again, I am not hopeful the outcome. The response to this method has already been appointing and the attractions of dockyards in the Indian Ocean ### not increased with Japan's entry into the war.
