This is, in substance, a combination of Sir Arnold Gridley's plan for gas and electricity, and that of the Coal Merchant's Consultative Committee for Solid fuel, which sir Arnold Gridley has accepted. 7. The number of appeals would clearly depend on the size of the basic minimum rations and the percentage reduction of gas and electricity consumption. The higher the basic rations and the smaller the percentage cut, the fewer the number of appeals, but equally, the less the saving in coal and the greater the unfairness between different households.
