TO WOMEN. SECRET. FIRE PREVENTION: QUESTION OF THE APPLICATION OF COMPULSION Memorandum by the Home Secretary and Minister of Home Security. The growing shortage of man-power makes it necessary to consider again whether (subject to certain safeguards) powers should be taken to require women to perform fire prevention duties either at the business premises where they work or under the local authority in whose area they live or both. 2. Already by the end of last year many occupiers of business premises were faced with such shortage of fire guards that it was impossible for them to make adequate fire prevention arrangements without asking their appropriate authority to call in the local authority to make good the shortages.
