5. Dominions -2- and Non—African Colonies. The necessity of supplying, in concert with the United States, "essentials" for the Empire is recognised. But are we quite sure that we can continue to do this if our manufacture falls below a certain level? 6. There are two other points I would make. The first concerns the much abused word "essential". In discussing export questions "essential" means what the buyer considers that he needs, not what H.M. Government consider that he ought to have or that British industry ought to make.
