In Order to cope with the situation created by the sub- stantial new programme now contemplated, it will be necessary to remodel drastically the control of building labour and building works. Some existing programmes will have to be temporarily slowed down or stopped; there is no additional labour available - in fact men must continue to be withdrawn from the building industry for the Forces, otherwise the Army ceiling cannot be reached and maintained.
