Accordingly I propose to discuss with the interested parties a proposal a short Bill setting up 9. Catering Wages Board for England and Wales into and determine the a separate Board for Scotland) to enquire scope of statutory regulation and wages standards. The Bill would enable me to appoint Regional Boards to examine and recommend the standards to be adopted in the area covered. Details are set out in the Appendix to this memorandum. It would, I think, be inappropriate to proceed by way of a Defence Regulation as what is needed is permanent machinery which will last longer than the duration of the war.
