5. The purpose of these meetings is to provide a useful forum for the discussion of Home Front questions of common interest to the Ministers concerned. I suggest that this purpose will best be served if the meetings are of an informal nature. It is not, therefore, proposed to issue formal Agenda, or, as a general rule, to circulate Memoranda.
