8. There -2- is already in existence machinery which could be adapted for this purpose. Two levies are at present collected in, and administered by, the coal industry, (1) the Coal Mines War Levy, under which 6d. a ton can be, but only 2d. a ton actually is, collected; (2) the Coal Mines Guaranteed Wage Levy, under which 6d. a ton can be, but only 5d. a ton actually is, collected. 9. The Coal Mines War Levy was intended to help collieries whose trade had declined, owing to the war, to a greater extent than that of the industry as a whole.
