(IV) Stocks Under present conditions, and particularly if the shipping situation deteriorates further, the continuance of the war effort during 1942 and 1943 will depend in part on the amount and the use made of stocks of raw materials, food and petroleum products already accumulated. A summary is consequently given of the change in the amount of stocks during 1941 and 1942, showing how stocks were built up in 1941 and are being depleted during 1942. (V) Shipping The immediate governing factor in the situation, however, during 1942 is the amount of shipping at our disposal and imports which these ships are able to bring.
