Memorandum by the Minister of Pensions. 1. I have been strongly pressed both by Members of Parliament and by organisations representing the ex-service community to set up at ##e a system of statutory Pensions Appeal Tribunals to deal with ###es arising from the present war. Tribunals of this kind were ###ablished towards the end of 1919 to deal with Great War cases and there has, of course, been a considerable extension in the provision appeals against the decisions of Government Departments since ###t date.
