COAL POLICY AND FUEL RATIONING. Memo. by President of the Board of Trade.

OUTLINE OF SCHEME FOR RATIONING GAS, ELECTRICITY, COAL AND COKE. 1. The scheme will apply to all non-industrial premises and provide for maximum allowances to consumers. The public will be told that, while no absolute guarantee is possible, every effort will be made to distribute the full amounts. 2. The allowances will be calculated for periods of one year beginning on the 1st July. In the case of electricity and gas, however, the year's allowance will run in two six-monthly periods, one from the 1st July to the 31st December, and the other from the 1st January to the 30th June.
