BLACK MARKET OFFENCES. Memo. by Home Secretary.

6 Mar 1942

-2- (b) Fines: Under the existing Regulations 55 and 92 the maximum fines which can be imposed are either (a) £100 on su### conviction or £500 on conviction on indictment, or (b) three times the value of the goods concerned, whichever sum may be the higher There is no necessity for increasing the maximum fine beyond a sum representing three times the value of the goods concerned, but as such a fine can be imposed by summary Court and will often be in excess of £100, there is no reason for retaining the existing distinction in Regulation 92 between £100 on summary conviction and £500 on conviction on indictme### It is accordingly proposed that the maximum fine which in future can be imposed either by Courts of Summary Jurisdiction or by other Courts shall be three times the value of the goods or £500 whichever sum is the higher.
