5. Flour Consumption. The War Cabinet have in principle agreed to the raising of the milling ratio to 85% from the 1st April. Further economies could, however, be secured - without recourse to bread rationing. Steps should be taken to prevent waste of bread. And it may be possible to curtail, or prohibit, the baking of rolls and other "fancy" types of bread. It may also be advisable to restrict the issue of flour for the manufacture of cakes, biscuits and confectionery. And it may be desirable to ration flour for domestic baking.
