Note by the Minister of War Transport. At the meeting of the Lord President's Committee on 23rd January (L.P.(42) 7th Meeting) I was asked to investigate and to report upon the possibility of controlling the re-licensing of cars which had been laid up during the winter, on the basis that no person should be allowed to licence a car for the summer only unless he had good cause for doing so.
