THIS DOCUMENT IS THE PROPERTY OF HIS BRITANNIC MAJESTY'S GOVERNMENT. SECRET. P. (42) 39. COPY NO. 54 9th February 1942. WAR CABINET. LORD PRESIDENT'S COMMITTEE. BREAD POLICY. NOTE BY MINISTER OF WAR TRANSPORT. 1. I submit that, in the present shortage of tonnage, shipping considerations must be paramount and we should take every practicable step to economise in imports. United Kingdom imports are not likely to exceed 51/4 million tons in the first quarter of 1942, nor are we likely to secure any very considerable improvement on this rate in the second quarter.
