NOTE BY MINISTER OF WAR TRANSPORT. 1. I submit that, in the present shortage of tonnage, shipping considerations must be paramount and we should take every practicable step to economise in imports. United Kingdom imports are not likely to exceed 51/4 million tons in the first quarter of 1942, nor are we likely to secure any very considerable improvement on this rate in the second quarter.
