the shipping situation provides a strong case for compulsion. If the proposal is announced as consequential on the shipping situation, I believe that the public would accept it with a good grace. I should, however, regard it as an essential concomitant of this action that the public should be definitely assured that every step would be taken to enforce a proper quality of flour and bread according to the announced specification.
