I do not ask for reconsideration of the main question, which was fully considered last year, but I do feel strongly that the extensions now proposed would make a very serious addition to the disabilities under which agriculture is already working as regards labour, and that the advantages in other directions would not be commensurate with the effect on food production. 6. The Secretary of State for Scotland entirely agrees with the views in this memorandum regarding the difficulties in the proposal from the agricultural point of view.
